Founded in 1988 by Mr. Eric Leung, a distinguished immigration consultant with over 36 years of experience, HCDF Immigration is one of the few companies on the West Coast of Canada with an immigration hearing license. Unlike many firms that hold only one type of immigration license, we possess three, enabling us to assist clients with study permits, investment immigration, family reunification, and various immigration appeals, including deportations, bail hearings, and refugee applications.
To enhance the efficiency of immigration hearings, the Canadian government introduced a challenging immigration hearing license exam in July 2023, making our firm one of the few to hold this special privilege. Since 2019, as global circumstances have shifted, many have sought better living conditions outside Asia. HCDF Immigration has successfully processed numerous expedited immigration visas, allowing clients to obtain work permits, free healthcare, and free education for children within three days, and Canadian residency within 18 months. We are grateful to have achieved a 100% approval rate for over 100 families in the past two years.
Mr. Leung holds a Master’s degree in Economics from Washington State University and has taught for over 20 years, notably creating the CELPIP testing system at UBC. He has also served as the director of all CELPIP testing centers in China and has extensive experience in business immigration, completing applications in under five days with a success rate of 99.99%.
Since 2008, Mr. Leung has won many spousal reunification appeals, refugee and protection hearings, and refugee and protection appeals, achieving a 99% success rate. HCDF Immigration specializes in these applications, aiming for approval within four months for in-Canada applications and eight to nine months for those abroad. In the 1990s, an immigration and study center was established in Guangzhou before being relocated to Vancouver. Mr. Leung was among the first professionals to receive an immigration consultant license when the government began issuing them in 2003. Since the inception of the Canadian Immigration Consultants Association (CICC), Mr. Leung has been a senior advisor throughout its reorganizations, making him one of the most experienced members.
